Electric vehicle charge point grant for renters and flat owners


Summary

This grant contributes towards the cost of installing an electric vehicle chargepoint socket at your property.  

You can get 75% off the cost to buy and install a socket, up to a maximum of £500.

You can apply for this grant if you either:

  • Own and live in a flat 
  • Rent and live in any residential property (including properties under the shared ownership scheme)

You must own an eligible vehicle and your home must have its own private off-street parking space.

The property must be located in England, Wales, Scotland or Northern Ireland. If your property is in the Channel Islands or the Isle of Man, it is not eligible.

Eligibility

Please note, you are only eligible for one grant. If we need additional evidence you will be able to log back in and resubmit another application.

To qualify for this grant you need to meet the following requirements:

Vehicle requirements

This grant is only for vehicles on the list of OZEV-approved electric vehicles.

The following people are eligible for the grant:

  • individuals who become registered keepers of a new or second-hand eligible electric vehicle – the registered keeper is not necessarily the owner of a vehicle, but the person responsible for the car that pays for road tax and MOT
  • individuals who are assigned a company car
  • individuals who lease an eligible vehicle
  • individuals who are named, by their employer, as the primary user of an eligible electric vehicle
  • individuals who have ordered an eligible electric vehicle and will receive it within 3 months 

Vehicle leases

If your vehicle lease is a bundle with a chargepoint, it must:

  • state that you own the chargepoint once payment is complete
  • itemise the cost of the chargepoint and installation, including VAT
  • ensure the chargepoint warranty meets the grant requirements
  • ensure the associated vehicle lease is for at least 6 months

You must show your installer proof that you own or lease your electric vehicle.

Property requirements

You must be a resident at the property. 

The property must be a domestic, residential property either:

  • a flat (a single unit property in a multi-unit building) – the applicant living in it may be the owner or renter of the flat
  • a single unit property that is rented in its entirety (including multiple occupancy properties) where the applicant’s tenancy is defined by a rental agreement 

Properties rented through the shared ownership scheme are eligible.

Any third-party permissions required to install the chargepoint, such as from a landlord or freeholder or managing agent of a block of flats, must be obtained before applying for a grant. Applicants may be asked by OZEV to provide this at any time.

Dedicated off-street parking

The property must have designated, private off-street parking. This may be co-located with the property or separate from it. You must be able to demonstrate that you have a legal entitlement to the parking space.

Your installer will assess if your parking space allows an electric vehicle to charge safely.

You must be able to access the parking space at all times.

OZEV-authorised

You must use an OZEV-authorised installer and an eligible residential chargepoint:

People who cannot apply

You cannot apply if you:

  • have already installed the chargepoint you are seeking funding for – the chargepoint must not be installed before OZEV confirms you are eligible for a grant
  • have already claimed for the grant or its predecessors – the Electric Vehicle Home charge Scheme (EVHS) or the Domestic Recharge Scheme
  • are moving house or planning on moving
  • live in a house that you own (not a flat that’s part of a house)
  • rent accommodation where the landlord or homeowner lives – for example, if you’re a lodger in someone else’s home
  • you’re installing a chargepoint because of a mandatory requirement

Mandatory chargepoint or infrastructure requirement

The grant cannot be given if the installation of the chargepoint and/or infrastructure was a mandatory requirement.  This includes:

  • buildings under construction or being renovated where the Part S Regulations applies on or after 15 June 2022 (for England), for example, for single domestic dwellings with an associated parking space and for non-residential buildings with more than 10 car parking spaces
  • devolved countries where there are similar regulations as for England, for example, the Building (Scotland) Regulations from 5 June 2023
  • where there was a planning application condition mandating the installation of chargepoints and/or infrastructure

Grants for businesses, workplaces and landlords

Workplace Charging Scheme

This grant provides up to £500 per socket towards the cost of installing chargepoints at workplaces. You can apply for grants for up to 40 sockets across all your sites.

The grant is open to eligible: 

  • businesses
  • charities 
  • public sector organisations 

The Workplace Charging Scheme provides support for organisations towards the cost of installing up to 40 electric vehicle chargepoint sockets at their sites.

The scheme covers up to 75% of the total costs of the purchase and installation of EV chargepoints (including VAT), capped at a maximum of:

  • £500 per socket
  • 40 sockets across all sites per applicant – for instance, if you want to install them at 40 sites, you will have 1 socket available per site

It is open to eligible: 

  • businesses
  • charities 
  • public sector organisations 
  • small accommodation businesses

There is a separate scheme with a different grant amount for state-funded education institutions

The scheme is available in England, Wales, Scotland and Northern Ireland. It is not available in the Channel Islands or the Isle of Man.

Eligibility

The site

You must own the property or have consent from the landlord for chargepoints to be installed at the site(s) listed in the application.

Your site will need to have dedicated off-road parking that is clearly associated with the premises. If you do not own it, you will need permission from the landowner. 

You should have your site surveyed by an installer before you apply for the grant. 

You must be able to provide evidence that the parking is for your staff or fleet, not for customer use. It must be either on-site or a reasonable distance from the place of work.

You must have parking spaces that are suitable for chargepoint installations. All chargepoint parking must be designated to you, although the rest of the car park may be shared with other organisations.

If you’re a business, your chargepoints can only be used by your staff/fleets but you can allow local residents to use outside of office hours when they will not typically be used by your staff or fleet vehicles.

If you’re a public authority, charity or small accommodation business, there is no restriction on who may use the parking – customers, guests, visitors, staff or others.

You may make the chargepoints available for use by the public. If you do so, you must comply with the Public Chargepoint Regulations 2023 and associated guidance.

Working from home

If your primary place of work is also a residential property (your home), you can apply for the grant under this scheme as long as your address is either:

  • listed as your place of business with Companies House
  • recorded on your business (non-domestic) rate bill issued to you by your local council or Land and Property Services (LPS)

You must have off-road parking.

If you are installing a chargepoint at your home, you must use:

If you choose a residential only chargepoint from the list your claim will be declined.

Employers can also install chargepoints at employee’s homes for company vehicles where the employee cannot charge their vehicle at work.

You will need to provide DVLA with an evidence letter that confirms that the employee works for you and that you have permission to install chargepoints.  

You should use

Complete your application via the online WCS portal as normal. 

Your installer

You should choose an authorised installer. You will not be able to claim the grant if you do not use an authorised installer for the work.

Financial assistance

You are allowed to receive up to £315,000 in minimal financial assistance (MFA) over 3 financial years. This includes: 

  • state grants
  • subsidies
  • any other government funded financial incentives  

Any paperwork you receive for such payments will state clearly that it is minimal financial assistance (previously de minimis or small amounts of financial assistance) state aid.

In claiming this grant, you must not exceed £315,000 in minimal financial assistance over the last 3 financial years. Three financial years means the previous 2 financial years and the current one.

If you are a public authority you are not required to make a de minimis or MFA declaration during the application process.

Evidence required

You need to provide one of these:

  • your Companies House reference number
  • a VAT registration number
  • a business rate (non-domestic) bill issued to you by your local council or by the Land and Property Services (LPS)

Charities, NHS surgeries and schools and colleges may not have any of this documentation. In this case, they can upload alternative documentation, using the upload field for thebusiness rate (non-domestic rate) bill.

Charities can upload a copy of their registration to the Charity Commission or a letter from a principal regulator. 

NHS surgeries registered at the NHS Digital ODS Portal (England and Wales), NHS inform (Scotland) or Find a GP practice (Northern Ireland) can upload a pdf document showing the name and address of the surgery.

The person applying for the grant must apply for the grant using the NHS email domain (such as @nhs.net, @nhs.scot or @hscni.net) and the address of the installation site must be the same as the address registered with the NHS.

The following information is for education institutions that are not state-funded. See separate guidance for WCS for state-funded education institutions.

Schools and colleges in England and Wales registered at Get Information about Schools can upload a pdf document of ‘establishment details’ showing the establishment’s ID number.

Schools in Northern Ireland registered at Department of Education Institution Search can upload a pdf document of ‘institution details’ showing the institution’s reference number.

Schools in Scotland listed at Parent Zone can upload a pdf document of ‘school details’ showing the school’s SEED number. 

The person applying for the grant on behalf of a school or college needs to make sure their email address domain matches the email domain of the school or college concerned.

If you cannot provide any of these documents, we will not issue you with a voucher.

Sites that are not eligible for this scheme

These sites are not eligible for the scheme:

  • locations outside England, Wales, Scotland and Northern Ireland – the Channel Islands and Isle of Man are not eligible
  • parking facilities not designated to you
  • parking facilities that are solely for customer use
  • parking facilities that have not yet been built 
  • parking facilities that are part of a domestic property (and it is not your primary place of work – you may be able to apply to the EV chargepoint grant instead if you want to install an EV chargepoint in a residential dwelling)
  • where the site of installation is an address that has claimed previously under the scheme – or its predecessor, the Electric Vehicles Home charge Scheme (EVHS) – or Domestic Recharging Scheme (DRS)

Mandatory chargepoint or infrastructure requirement

The grant cannot be given if the installation of the chargepoints and/or infrastructure was a mandatory requirement.  This includes:

  • buildings under construction or being renovated where the Part S Regulations applies on or after 15 June 2022 (for England), for example, for single domestic dwellings with an associated parking space and for non-residential buildings with more than 10 car parking spaces
  • devolved countries where there are similar regulations as for England, for example, the Building (Scotland) Regulations from 5 June 2023
  • where there was a planning application condition mandating the installation of chargepoints and/or infrastructure

Installers are advised to check with their customers that the proposed installation is not a mandatory requirement.

Electric vehicle chargepoint grant for landlords

Landlords can apply for chargepoint grants of up to £500 per socket.

You can apply for grants for up to 200 sockets across all your sites. The grant is open to eligible: 

  • public sector organisations 
  • registered providers of social housing  
  • private landlords 
  • property management companies working on behalf of a landlord
  • This grant supports landlords in installing electric vehicle chargepoint sockets at residential properties.  
  • You can get 75% off the cost of buying and installing chargepoints up to a maximum of £500 per socket.
  • You can receive grants for up to 200 sockets per year. 
  • The property must be located in England, Wales, Scotland or Northern Ireland. If your property is in the Channel Islands or the Isle of Man, it is not eligible. 
  • Applicants must be registered at Companies House or VAT registered. 

Eligibility

Residential landlords

You or the organisation you represent are a residential landlord if you own or manage:

  • a property that is let for people to live in (for example a flat)
  • a property that has multiple units in it where people live (for example a block of flats)
  • the common or communal spaces of a property that has multiple units in it where people live (for example an apartment block or a housing estate)

When residential landlords can apply

You can apply for the grant if you’re a:

  • landlord with property to let
  • right to manage (RTM) company or residents’ management company (RMC)
  • company or person owning the freehold of a multi-unit property 
  • company owning a building’s common areas, including shareholders who are the leaseholders
  • public sector organisation – for example government departments, local councils, the armed forces or the NHS and emergency services
  • charity that manages or owns residential property
  • registered social housing provider 
  • property management company that represents a landlord

You must be a business either registered at Companies House or VAT registered with HMRC.

Property requirements

You can apply for:

  • flats and houses
  • apartment blocks

Your parking space

Each parking space you’re applying to install a chargepoint at must be:

  • off-street, private and clearly defined – it does not have to be part of the property
  • accessible to your tenant
  • owned by you, or be one you have the legal right to

Some installations may need cables or parts to be placed across private or public land. You must have proof of all legal rights and permissions before work begins.

Your installer will check that the electric vehicle can charge safely in the parking space.

OZEV-authorised

You must use an OZEV-authorised installer and an eligible residential chargepoint:

 People who cannot apply

You cannot apply if:

  • you live in the property
  • your property is not a residential property
  • you have already installed the chargepoint you are seeking funding for – the chargepoint must not be installed before OZEV confirms you are eligible for a grant
  • your property is only used for holiday accommodation
  • you do not have a company registration number or a VAT registration number
  • you’re installing a chargepoint because of a mandatory requirement

Mandatory chargepoint or infrastructure requirement

The grant cannot be given if the installation of the chargepoint and/or infrastructure was a mandatory requirement.  This includes:

  • buildings under construction or being renovated where the Part S Regulations applies on or after 15 June 2022 (for England), for example, for single domestic dwellings with an associated parking space and for non-residential buildings with more than 10 car parking spaces
  • devolved countries where there are similar regulations as for England, for example, the Building (Scotland) Regulations from 5 June 2023

Grant for education establishments

Workplace Charging Scheme for state-funded education institutions

State-funded schools and education institutions can apply for grants of up to £2,000 per chargepoint socket.  

You can apply for grants for up to 40 sockets across all your sites.

Who can apply

This grant is for state-funded schools and other state-funded education institutions.

It is available in England, Wales, Scotland and Northern Ireland. If your institution is in the Channel Islands or the Isle of Man, it is not eligible.  

To apply for the grant you must have: 

  • an existing or future need for charging an electric vehicle 
  • designated off-street parking facilities that are clearly associated with your premises – the parking may be used by customers, guests, visitors, staff or others
  • the authority to apply for the Workplace Charging Scheme on behalf of your organisation 

Independent schools can apply for funding through the Workplace Charging Scheme. 

What the grant covers

You can get 75% off the cost to buy and install chargepoints up to a maximum of: 

  • £2,000 per socket 
  • 40 sockets across all sites including any applications made previously via the Workplace Charging Scheme

You can make multiple claims up to your allocation of 40 sockets.

Academy trusts can apply for up to the maximum of 40 sockets for each institution within the academy trust.

Information you need to complete the form

You will need to tell us:

  • information about the size of your institution – numbers of staff and pupils
  • your institution or SEED reference number
  • how many chargepoints you want to install
  • how many sites you want to install them at – if your institution has more than one site
  • whether you plan to open up the chargepoints for public use
  • the name and number of your installer, as registered with OZEV – check with your installer
  • contact details for 2 people – email address must match the email domain of the relevant institution

Academy trusts must provide contact details for a person at the trust and contact details for a person at the education institution they are applying on behalf of.

Before you begin you should get an authorised installer to carry out a site survey to make sure the electrical capacity of the site can support the number of sockets you want to install.
